They read articles, watch videos, scroll through social media, listen to podcasts, talk to friends and hear claims from politicians.
Along the way, they decide which voices they trust, which facts matter and which problems need solving.
Those decisions shape every election.
That's why fair elections begin with fair information.
The information environment has changed
We have access to more information than any generation in history.
We can learn about events on the other side of the world in seconds. We can hear directly from campaigners, politicians and communities that would once have struggled to reach a wider audience.
But the digital age arrived and the rules never caught up.
False information can spread around the world in minutes. Political messages can be targeted at specific groups without anyone else seeing them. Algorithms often reward content that gets a reaction rather than content that helps people understand an issue.
At the same time, politicians can make claims they know to be false without facing meaningful consequences.
We also live in a world where foreign states and organised groups can use digital platforms to influence debate, spread disinformation and deepen divisions within society.
